Apply ONLINE and INZ asks for a portrait image with a 3:4 aspect ratio, saved as JPG, between 512KB and 3.14MB. Apply on PAPER and it is 35 x 45mm. Those look interchangeable and are not: 3:4 is 0.750, and 35 x 45mm is 0.778. A 35 x 45mm crop is not a valid 3:4 upload. If you make the print-size photo and upload it, you have made the wrong shape.
So pick the route you are actually taking, above the crop box. The online option outputs a 3:4 image and pushes the file into INZ's 512KB-3.14MB window — note that is a floor as well as a ceiling, so a very plain photo may be scaled up to clear the minimum, which is what INZ's own spec asks for. The printed option outputs 413 x 531px, which is 35 x 45mm at 300 DPI.
On background: INZ says "neutral and plain" and does not name a colour. This page will not tell you white, because Immigration New Zealand does not. A plain, unpatterned, evenly-lit backdrop is what the requirement actually asks for.
